How is it established, yesterday, today, tomorrow? • What is a HTA/payer value? • What is a patient value? • The importance of benefit, risk, and uncertainty in the equation - how do we balance these factors? • Do we value them the same for all stakeholders? Should we? Should one have precedence over the other?
