Sandra Milligan serves as Senior Vice President and head of Global Regulatory Affairs and Clinical Safety (GRACS), consisting of the global Regulatory, Safety and CMC functions, for Merck & Co., Inc. GRACS optimizes global clinical and technical regulatory plans to facilitate innovative product development, regulatory approval, and commercialization, and also maintains local market product registrations. Sandra has served on the DIA Board of Directors and Executive Committee, and was DIA 2013 Annual Meeting Program Chair. Sandra also served on the PhRMA industry team that negotiated PDUFA VI with FDA. She graduated from George Washington University School of Medicine and Health Sciences, and from the Georgetown University Law Center.
